PASL Strategic Plan 2025–2030

The Paediatric Association of Sierra Leone (PASL) Strategic Plan 2025–2030 sets out a clear and ambitious roadmap to strengthen child health systems and advance paediatric care nationwide over the next five years.

Developed through broad consultation with paediatricians, healthcare professionals, government stakeholders, and international partners, this strategy reflects PASL’s collective commitment to ensuring that every child in Sierra Leone receives quality, equitable, and compassionate care.

Why This Strategy Matters

Sierra Leone continues to face significant child health challenges, including:

  • High under-five mortality rates

  • Persistent neonatal deaths

  • Preventable illnesses such as malaria, pneumonia, and diarrhoea

  • Malnutrition and anaemia among children under five

  • Limited access to specialised paediatric care and workforce shortages

While progress has been made, substantial gaps remain in policy implementation, infrastructure, training capacity, and quality assurance systems. This strategic plan provides a structured and measurable framework to address these challenges in alignment with national priorities and global child health goals.

The Five Strategic Pillars (2025–2030)

1. Child Health Education & Promotion

Improving awareness and adoption of essential child health practices among caregivers, communities, and service providers through culturally appropriate education, public campaigns, and school-based initiatives.

2. Advocacy

Influencing national and district-level policy, strengthening health systems, and advocating for increased investment and improved infrastructure for paediatric and neonatal care.

3. Training & Capacity Building

Expanding and strengthening the paediatric workforce through national training curricula, continuous professional development (CPD), partnerships with academic institutions, and the development of updated clinical standards and guidelines.

4. Research, Data & Quality Improvement

Generating and applying evidence to improve child health outcomes through clinical audits, operational research, data strengthening, and publication of national child health reports.

5. Resource Mobilisation & Sustainability

Ensuring long-term sustainability by diversifying funding sources, strengthening financial systems, engaging donors, and building institutional capacity.

Monitoring, Accountability & Communication

The Strategic Plan includes a robust Monitoring and Evaluation framework to track progress, assess outcomes, and ensure accountability. Regular reporting, stakeholder engagement, and transparent communication are central to PASL’s implementation approach.

An internal mid-term review is planned, alongside a comprehensive end-term evaluation to guide future strategic planning.
